Why do some people swear by manifestation (hand raised) and others say it doesn’t work for them?

I believe it’s very similar to the creative process when one allows themselves to be free with their imagination and process of creating.  In this case, any blocks can get in the way of manifesting.  But I feel like there’s even more to it than that!
